This is what I always find interesting in Superhero stories, how they incarcerate the supervillains. Marvel and DC Comics fly over that most of the time and breakouts are simply happening without them going into the how. We are lucky when they even mention from which prison the villains escaped.
The even store the gadgets or trinkets of power of villains that need them for their powers in the same facility as the villains.
Though Marvel once had a good story in the Vault were all the guards were wearing Guardsman Armor build by Tony Stark. The story was 'Avengers: Death Trap - The Vault' back in 1991, which shows you how lazy their approach has been since then.

I recall a Silver Age Batman story where the Penguin and his henchmen escape when a seemingly normal bird randomly perches on each of their cell windows and leaves a feather behind. Turns out the bird is one of the Penguin's robots and the feathers are small scale explosives they then use to blow the locks on their doors and escape.

"Some are resistant or immune." I believe that's known as foreshadowing. XD

"This process works for most villains, but some are resistant or immune to the tanks' effects."

Oh, I don't like the sound of that.

They may want to open a sister location on the moon. Saves a lot of headaches when escaping for most is certain death. ;)

I hope Razor and Basilisk get rehabilitated they could make for awesome heroines
