One of my favorite things in Animorphs is the oft-maligned Taxxons. Elfangor said they were evil, and for most of the series the Animorphs agreed, but in a few key books we learned the truth - They are just desperate people who made an alliance with the Yeerks for food, and that alliance backfired when the Yeerks betrayed them. There's something compelling in that to me.
This is just a silly image of a Taxxon flying by the most improbable means. My personal headcanon is that Taxxons are neotenous, and in their natural habitat they eventually metamorphosed like a caterpillar into something that flew and pollinated the hypothetical jungles of their past. This natural hardwiring for flight made the Taxxons the best pilots in the Yeerk Empire.

It's definitely the Taxxons. My suspicion is most Taxxons were free, based on two pieces of evidence - When Taxxons were flying Bug Fighters, they had Hork-Bajir sitting in the cockpit with them ready to kill them if they went rogue, and it's established elsewhere in the series that being in a Taxxon host can drive a Yeerk insane. Additionally, at the end of the war, the Taxxon rebellion includes over 1,500 free Taxxons. I think the Taxxons are mostly enslaved by method of controlling their food access, rather than having a Yeerk in their heads.
However, we do know of two Taxxons who were members of the Yeerk Council of Thirteen (their leaders), and it's never established if they were just normal Taxxons or Taxxon-Controllers.
