I'm going to make a guess that Lord Suzocon has been trying to make something like Roko. Pulling the mana out of someone and keeping it intact like a ghost. And now with the eye he has a device that seems capable of doing it.

My... guess? ... is that he's looking for a way to make homunculi, which would be far superior to his old puppets - if he could find a way to keep them alive more than a few days at a time. Collecting peoples' hearts and trying to figure out how to join them with Nobodies would make him a whole new army. And I think Suzocon-sama thinks Roko-san is the key.
