So, does that mean that the balloon isn’t strictly Roko himself, but Roko’s mana given consciousness? Kind of like a “backup” or a clone made up of pieces of the original Roko?
It might also be that “Roko” is different from these “ghosts”, due to how the eye stone “killed” him. It could be that Roko’s mana, or something along with his mana was separated from Roko, which confused the reapers. While they’re on the search for mana after death, Roko’s mana might have been separated before he actually “died”.

Honestly it kinda makes sense, reapers hunt down ghosts to keep the world alive. If there were no reapers the world would be "consumed". Unfortunately for Roko's case he's already dead but he does not want to "move on" yet. Ghosts are pretty powerful with what they can do, when they figure out how to do it.
