Well, That was common in France too in the back of most sets. But a good reason coulb be that you can touch some wildly electrified parts if the back panel is away.
Especially on some old radios, vacuum tubes with an external pin (a pin on the upper part of hte glass) with like 300 and up to 500 volts inside!
Plus the transformer fuse who isn't protected.
On some Riga Radio Rupnica, and Philips products, the back panel had a special plug inside, meaning that removing the panl was mechanically unplugging the set.
