Why not a hidden one that specializes in subterfuge and sabotage, and guerilla tactics?
They are an isolated nation up north, with their only neighbor being from the west
( east being a wasteland and the north is impassable mountains and having an ocean south )
Like pretty much every nation, they have a meassure of intelligence working at all times.
Making sure they know what their neighbors are up to.
The have quite a few ways to solve conflicts despite not having an army, such as trading deals, exclusive arrangements etc.
But the one they are known for the most, is threatning to literally blow up their secrets if any nation tries to invade,
however this threat was more prominent and used when the city was more of a guild temple city many years ago.
This fragile safety has however made so that a great deal of people is not really feeling safe.
And Ephilas wants to do something about that! But the old guys ( and Claudus ) are too set in their ways... for now!
