Well not exactly, there are younger 1st generations than these folks.
These would belong to the demographic of people who were born in the 60's and late 50's, folks who were already 60+ years of age at the time of the pulse, meaning surviving the past 36 years would put them in the range of 95-105 years of age. The upper limit of a dreks natural life span.
There are a good number of younger 1st gens for sure, many of whom have appeared in the comic

It's generally a dialectic drift caused by a lot of factors.
The big one being a breakdown of education, drekir struggle with working with their young until they're around 8 years old and even then drekir, lacking parental instincts, tend to not want to teach the offspring much and by the time they are old enough to be "tolerable" and teachable, their education is still limited due to a lack of teaching resources and teaching priorities.
Most of the language an offspring gathers early on is during their early years of cognitive development and often times that results in a very patchy and inconsistent early education that often mutates off of the accents of the generation before them. So accents, local dialect, and other things tend to become more extreme. Which is also exacerbated as drekir often lack context to the meanings of a lot of prepulse words (car, computer, hospital, lightbulb, etc.) so those words often also mutate in meaning.
So its a rapid shift in language that is caused by the sudden ripping away of context that prepulse words used to have, as well as the struggle of drekir to properly and effectively teach kids thanks to a lack of resources. So it's no surprise that the Americas are full of new Dialects and Creoles that had formed over the past few decades and will continue to form and mutate.
