This is a very open question, probably the best answer I can give is to try for irregularity. Also, there is an important aspect of hair movement and fullness effect, because hair is not 2D they invade and protrude. I learned mainly from other artists when I took for example three pictures of dragons and studied them to understand how it works and then I tried to draw something from my head without a template. to applicate what I learned.
