I hate people who steal my fucking SSI

I am on Supplemental Security income for a non-visble disability (thanks to heart disease I have reduced capacity, so stamina so shit it effects my ablity to work)
I get Direct express deposits and find out my card got compromised, thanks to saving I had like a $1500 balance. A-holes with card skimmer to steal my card number and my pin! Now I'm down to $44 my rent of $340(I pay half) and $100 electic bill. If I can't successfully dispute the changes I lose that money because I don't know specificly where or when my card was comprised I can call the cops and be like "at some time last month someone stole my credit info somewhere". The skimmer device is likely long gone by now!
I wish I could find these people and break thier kneecaps with a sledge hammer! Also annoying I have to wait for hours to talk to an agent to dispute charges. I am livid, just... I'll have to break into emergency savings again, and it's NOT a lot as I had to use it all up when my last credit card went over draft and predatory fees bankrupted me at 25!

But, aren't you able report your credit card as stolen and have all those transactions disputed/reversed at once? Even if you still have the physical card, if they've skimmed it then it's nolonger safe and so it's technically stolen.
I've never had any of my cards stolen so it's never come up, and this is how I understood it to work. So if it doesn't actually work that way I'd like to know. o.o;;
