Another T.U.F.F. Puppy villian I made, this time it's Katty Katswell, sister of Kitty. She was first mentioned in the episode Diary Of A Mad Cat and I thought that she would be perfect as the next villian in the series.

Katty Katswell (or Kat for short) is a tyrannical mastermind of ultimate villiany. She runs a high-tech operation in her sleek hideout as she plans to annihilate Petropolis so she can build her evil empire. Even as a child she was different from Kitty; Kitty was good and Katty was evil, Kitty wanted to be a hero, Katty wanted to be a villian, Kitty went to the Secret Agent College, Katty went to Villian College. When word is out that Katty escaped, Kitty and Dudley rush into action before Katty's master plan is set into action.

Her appearence is almost like Kitty with the exception of the hair and her black suit is a bit different. She speaks English but prefers to speak in a Russian accent and wears a robotic glove to make her more evily. She also has a crush on Dudley and even plans to marry him! My pick to voice Katty would be Tara Strong.
