Probably would use them like malleable toys and such, though she'd also let them continue on with their regular lives so no cops or anything try to bother her about the "missing" people. So half the day they're normal, probably programmed to not remember Sedire, then the other half the program triggers for them to go to her, where she uses them and tfs them however she wants.
