This is not an official re-design of FA, but I just decided to have a crack at it as I feel that even as it is right now, it wouldn't take much work to make the site more visually attractive.
I designed it attempting to use only what FA currently has to offer (except for a few text suggestions, but those were just added for my own pleasure).

I'm gonna add my answers to some comments here so i dont have to answer them twice XD
I'd put the comments either side of the banner
i had them there, and it looked horrible. Too much happening along one line. it's very bad practice to put your website name in the same line as unrelated advertisements. If you have too many different images along one horizontal line (especially ads that flicker), your eye finds it hard to focus, you'll keep glacing back and forth.
Good designing practice it to put all the same elements together, and not to mix unrelated objects (eg header and ads). Putting different objects along the same line gives the impression they are of equal value, or equal content. You'll notice in magazines and newspapers that the more important things get more visual real estate than the lesser ones, and they split them into a hierarchy (aka not side by side, unless you're dealing in columns, in which case the hierarchy is set separately for each column.
As this website is for the most part a single column site, it's important to maintain a hierarchy visually to direct the viewers attention from one thing to another.
Another reason for not having ads at the side is that the website has a fluid width. This mean the site stretches to the size of the browser, and thus, having ads on the sides would break when viewed on a small sized browser window or a mobile device, making the site look even worse from the browser attempting to re-align things, or making you scroll horizontally when you shouldn't need to, or scaling the website down to fit and making the site un-readable.
The Banner is too big
I gave the banner a bigger space and it's on area to command attention, and then the ads underneath as they are secondary but still important.
Now, it might be too big, but I reckon it deserves much more room than it has now. Some banners are beautifully designed and you loose a lot of it one it gets shrunk down.
If you're gonna let people make pretty banners, them give 'em a decent space to show it off! XD
Otherwise you might as well do what DA has done, and just make a tiny icon in the top somewhere that no-one notices.

Ads on the sides, banner is wide and ends at ads, shorter tho for more page room, Stats in the gray bar would be better, widen out side area for Commission/Request/Trade info, and have a Alert Number-Letter combo for each different thing, 1F =Fave, 1W =Watch, 1Sm =Sub-mission, 1C =Comment, 1S =Shout, 1J =Journal.
Larger Icons/Avatars would be nice, with 100x100 being your comment/shout size, but your Avatar is a max of 300x500.
Add more smilies, Featured Submission with two options, one for anyone can view, and one for anyone 17 under.
Now this is just my out look on it, I could be wrong on a few of them, but most I figure not as just for me, but what would satisfy MANY FA users, Some may not agree, but this is only my SIMPLE opinion.

I put my reasoning in the description why the ads are not on the sides. Seems like everyone is afraid of "whitespace" around here XD

I can't control the message alerts, i based my design only on the content that is currently available.

well i can have a think on them. overall i was just attempting to update the FA UI using the current features only (though admittedly i did add a couple of text suggestions).
Avatars in the image are the same sizes as on FA already. It would certainly be nice to have larger ones at times, but i cant agree to having larger ones on comments. lol, you didn't read right, I said keep avatars for comments the same as now, cause I read content, if someones icon catches me I open their profile in a new tab.

well I showed it to Dragoneer out of respect since it'd be impolite not to. Whether they use it or not doesn't bother me (:
I think FA mostly needs to be recoded from the ground up. It's been running for years now, and you can't easily just press a button and update all the programming. It'd probably take a few weeks of downtime to pull the site apart and update it, and that'd be with people working on it day and night.

Making a mockup is pointless. The current programming of this website wouldn't be able to handle the changes. I'm only a designer, not a programmer. I can just make things look nice, whereas a programmer has the hard job of making it work.
It'd probably be easier making a new art community site from scratch than rebuilding this one. Starting a new one would be a clean slate, refurbishing an old one would be to problematic since you'd have to recode almost every line to make sure there were no conflicts.
At one point I was actually working on designing a new art community site, but that got scrapped due to lack of time and finances to be able to put in the months of work to set it up.

As much positive feedback, you'd think designers would try to get into high gear and outdo you somehow.
This is very tasteful and I enjoy the ease it would take to find certain thinngs. Everyone is complaining about the ads but its probably the ones that don't for the ad space. I think everythingg looks grrreat! Id like to see the commission/trade/art status boxx. It made manuevering so much easier.

Seriously though, I like it. Has the streamlined look of DA without all the bells, whistles and bloatware.
The major things I'd like to see implemented are folders (also ripped off the DeviantArt UI) and a search function to help organize the notes (by sender as well as date).

really love what you did with the profile part, even the little details like the indent around the user icon and the "user page" button. little attention to details like that can make all the difference.
my only problem is, although i do like the idea of the banner being bigger than the ads, and the ads being underneath, i feel like it takes up too much space and i'd get sick of always having to scroll down past them to see/read what i'm trying to see. i know it sounds super lazy XD but i have a smaller laptop and big things like that can be an inconvenience after a while.

Much better banner than the one they have now. The old one with the fox wearing a green tie was so beautiful and I miss it. And with 3 ads at the top, not only would people get more exposure but it would command more attention to the title banner of the site in general as well, so I agree.

Personally I don't really see the large banner and the adverts under it as that big of an issue. Mostly because its the best place you could put the adverts. Anywhere else would just look awkward and clunky. The important stuff like tabs and drop down lists are able to be seen when the screen opens up without any scrolling which I think is VERY important to have. Even with the big banner, alot of important information can be seen above the fold and most viewers don't mind scrolling down to see more information (Facebook is strong evidence of that, the entire site is reliant on the user scrolling down.)

i do think that this set up would be a move forward - even if it's only a relatively small one, it might just make things that bit more usable. i am surprised they didn't put the site news in the navigation bar as you have done. being able to have bigger text for headings and such is probably good, as it might help to make things more readable, though it'd be nice if people didn't over clutter them to begin with. a section for commission info would certainly make sense too, although i am surprised more people don't make use of (easily visible) links to journals or the featured submission. i do agree with others that the banner on your version is a bit large - even if i do think it'd make sense for the banner to have more attention, and people with smaller screens probably do end up with a bi of a mess, i don't like that you end up with half a laptop screen of what's effectively nothing (though i agree that having an advert on either side would look terrible). i like that you can change things there and then but still keep an idea of what it looks like to others. links ot more ads and who did the banner sounds good too. maybe a link to older banners might be nice as an additional. meh. this post is far longer than it needs to be. basically i approve. although they may not go for it if the effort outweighs the results. and ofcourse what we all really want is new features like folders, but i realise that wasn't the aim of this project.
I can see where having the ads below it helps "show off" the banner. It also has space for 3 ads, as opposed to 2, which slightly boosts the page's profitability for FA and the artist community (mo ads, mo traffic, mo money for everyone?) Perhaps have it optional, like how we can choose the light theme or the dark theme.

It would be epic if we could have a little notification icon that pops up on that part of the status bar to let us know when there's new news out. Kind of like how Facebook, Apple products, etc have that little red flag..

From what I see, this isn't really that hard of a design to implement; it's just moving some codes around, re-building old ones, and adding on to already existing codes.
But given the "givadamn" levels of the site's programmers....I'd say we're more likely to get/FIND a new art site than rebuild this one...if they'd just shut down for two weeks and actually WORK on the site...Two weeks of down time...while many artists rely on this site for their paycheck, if they're given enough notice in advance it shouldn't be a problem. They can redirect their customers to an alternative site or commissions can occur through plain old emails. Hell, we could ALL use a vacation from this site...

It seems beautiful, but from a design for it to be implemented...
Let's face it. We are waiting since eons ago for skins and designs and the best we got is the current fA layout that seems like a mix between the old website and a half-implemented HTML 1.5. And it doesn't seems to change soon.

wow everything about this, I love~ especially were you put the *send note/+watch* button, some people like me tend to have butter fingers and click something else instead of what is needed lol
and about those ads, I would just simply use adblock and it's all good for me ;P
and these FA styles i have installed on here also hides the banner for some reason (but i can still click on were it was) haha so i see absolutely nothing xD
