I finally got how i want it. The light strip is on the inside of the collar and shines through when it is on, but when it is off it looks like a normal collar.

I can get white, aqua, green, red and blue lights and If you want it on the inside of the collar I would recommend the white, if you want it on the outside I can put the lights on any color. The battery pack is 2AA and has a clip you can clip to the inside of your shirt.
The power wire is also about 16in long so it would be great running down your back. I can also get a 36in extensions for the power cord if you would like to run it to your pocket or belt loop. These are on quick releases and would be about $4 extra.
