Exactly what it says on the tin, it lets him create and control chains, with weights, spikes and hooks attached as necessary. The material also varies. He can create a chain made of seastone, but it kinda negates itself.

So what did he do with the power? Did he found a pirate crew? No. Join the marines? No. He became a bounty hunter.
He doesn't carry any weapons or armor, as his chains can act as both.
