An anti-hero hailing from Sail City who quickly assumes the highest rank of law enforcement in the City as Patriarch Chief, commanding the State's militia freely. With 99% accuracy with any long range weapon, he's guarenteed that his Light-based attacks will allow him to outshine any opponent. He gained it after surviving being buried under a burning building, years ago. A rare type of Fire-Stylist, he literally has the power of the sun at his disposal.

Bio:
Kibou was found abandoned on the streets by the age of 3, eventually finding a family in the Brambles. He was adopted and resided there until "the accident" that resulted in both he and his adopted brother to become orphaned; this being Kibou's second time.

12 years ago, Kibou lost his tail in a fight atop the Saint Bernard's Hope Orphanage. It was against the villain Sonus; his younger brother. He blames himself for the destruction for half the city, being the trigger that set off Sonus's first, and most violent wave; devastating the area. (Sonus had previously used his abilities to pull harmless pranks). Sonus, having spent his energy to win this fight, collapes and as the building crumbled beneath them, Kibou grabbed his brother and leapt off of the building unto the neighboring complex. However, the crumbling building took fire, and an ill-fated fall and trapped both Sonus and Kibou beneath as it toppled into the complex they escaped to for safety. Kibou's tail was caught underneath the main peices of rubble, and not wanting to die as Sonus made a hasty escape, he literally pulled his tail off. Escaping the rubble, Sonus, fleeing the scene, and Kibou, in hot pursit, were apprehended in the street by a hero (who looked similar to another hero) in green and blue. The pair were separated and while Sonus was declared insane in court, Kibou became declared a valiant civilian, earning the scorn of his brother unwillingly.
Years went by and Kibou joined the police force, trying to pull some sense into his his shattered life. He turned out to be a natural and soon assumes a high rank. One day, news of his brother's escape reach his ears. As his eyes light up, he rushes out of the precient with his trademark coat, ready to face his brother and patch up the wrong between them with the vow:

"You're my charge. This time, I'll ease your pain."

Power: Light Fragmenting and Heat Manipulation/ Mimicry
Kibou takes the conventional Fire-Stylist type techniques and takes them a step further, producing an effect similar to magnifying light. He can produce mirages at will and heightens his speed by riding on waves of light. Teleportation is another technique he can use as well, though distance is limited to only half a mile at a time. Resourceful, he is skilled with just about any weapon and can make one out of parts quite quickly.

Justful Blows: Deliver pressure-point accurate attacks to a foe's weak spots using teleporting.

Cleansing Rain: Make a bow of light and fire flesh-searing arrows of light over a wide array.

Black Waltz: Create a space of negative energy and charge it with hallowed light. The imbalance creates a blinding explosion.

Photo Copying: Analyze an attack used by an opponent and copy it by creating a light-based variation. (A wave of water becomes a wave of searing light)

Ghost Light: Blind and freeze an opponent with a quick flash of freezing light. Not very effective in arid areas.

The kanji on his coat means loyalty and the lower one means hope.

In Japanese, Kibou means Hope.

Kibou misses his brother, and doesn't want anything to happen to him.

Originally, he was heartless, and cared little for anyone, but Sonus persuaded him to see the world in a positive light.

Kibou holds a traditional cop view of heroes and views superheroes as little more than an impediment on his command. This is mainly due because heroes are sometimes unable to stop large, wild attacks from villains and civilians get hurt; and although he knows, he couldn't do better, he views them all as "inexperienced".

Kibou is sensitive about his nub of a tail currently, and cannot help but blush at the slight mention of it. He's become the brunt of many jokes, leading him to harden his exterior even further. This is present in why he wears such a long coat.

He's a sucker for ice cream and is terrified of heights.
