This guy tried to hold it in, but it came to a point where he hulked out into a dragon anyway. Hmm, this idea could make potential story material!

It looks like a very scary creature. So you can go Beauty and the Beast (or recent Godzilla cartoon) route, and make big hulking scary creature helpful to man, but as with Godzilla, there was a lot of collateral damage to having a 10-story lizard stomping around city streets (oops, sorry cars, pavement, building roofs, emergency vehicles, etc., etc.).
So it's lots easier to go good person trapped inside an incredible hulk like persona, or bad person through and through who can't wait to dragon-out. Therefore, the collateral damage is easier to blame as intentional and just more destruction he delights in doing. Oh goodie, police cars! ME STOMP!
So yeah, incredible hulk type story or fully evil type.
