That there is a definate sign the PC is having problems reading or accessing the windows files when it goes to boot. You may need to either repair windows or reinstall it as it is probably damaged. Get a windows bootable disk so you can get on and backup whatever you need to backup before doing anything as attempting to repair windows may cause data loss or corruption and reinstalling will reformat and delete everything.
You'll need a full windows disc on cd/dvd you can insert into your computer and startup with inside when it turns on. Reboot with the disc in the drive and Hit [F2] to bring up the bios menu and look to check if boot to Cd-rom is first on the boot order.
If you don't have a full windows disc you can go online and download a windows boot disc image for whatever version of windows you use and burn it to a disc.
If you insert a windows boot disc and you get a hardware error saying there is no harddrive or no storage device then more then likely your Harddrive is dead or the data cable might have gone out. It's more common the drive dies, but pray its just the cable in that situation.
There is also a possibility of it being the processor or motherboard dieing out as well, but if you on get the same errors repeatedly and it's due to the hard drive and that black window with the windows file text that's hard-drive. If you get it to load sometimes abd sometimes not and get different error its the mobo or processor possibly failing.
There is a possibility the hard-drive has failed and is dead and data in not recoverable unless you want to spend $300 at a specialist's shop to crack the drive open abd pull the data off the platters directly. That's only if it's dead though.

Well it's having the same issue.. with a tablet though.. you're almost screwed unless you get it to a tech with the gear to fix it. I'm not even sure tablet PCs allow for USB boot. There might be nothing you can do without a tech in this situation. Unfortunately as much as I know about computers and windows it does not branch into tablets and tablet PCs as they are a whole different breed.

As it boots up there should flash an option at the bottom of the screen to go to setup or bios or boot select in some cases. usually it is just hitting delete key a few times as the system is just starting the boot up. get a friends PC and make a boot drive with a thumb drive most windows can do this. then tell the system to boot from USB that should bring everything up unless there is a bigger problem. then have an external drive like a western digital passport drive handy to move everything you want to try to protect to. then it is just a matter of doing a restore to system default which if I remember correctly the repair console is linked to the F8 button at boot similar to delete getting you into bios... oh and try to be careful of not changing anything but your boot sequence in the bios as that controls how a lot of basic system parts run like how fast it pushes your CPU unless your ready to play a lot of trial and error and maybe burn the tablet out.

Yeah, I found out what model it was and it's not a derp tablet. It's more like a netbook so it probably has a standard bios that allows you to use boot discs and USB boot drives.
I seriously doubt any tablet pc on the market has overclocking functions. Consumer models don't have overclocking or unlocked cpu clock control. Heck some consumer models made by HP don't even have anything other then the most basic boot order swapping with minimal USB boot capabilities. A lot of companies are skimping on motherboards built into the system and the very basic bios they tend to have.

Looks like a crucial windows file got corrupted. Get a live OS like puppy linux ( http://puppylinux.org ) to back up your files and run a disk checker to see if there's a hardware problem
