They are the leaders of the organization called the URA. The URA are specially trained mons who's only mission is to protect the world from evil.

Two strongest agents that create and lead the URA to victory, Lady Marinda Artic and Master SA Victor Seel. You may see them rarely, but only at time of needed or whenever they chose to check things out.
