For the first 21 years of their life, Fanny was mostly alone, and shoved their emotions down to be able to survive in a dangerous world. When they became a God, this neglect of their emotions manifested in their three-eyed tail expressing the emotions that Fanny is really feeling. Having been disconnected from their emotions for so long, Fanny often completely fails to recognize that the tail is showing their own true feelings, and thinks of it as an irritating separate creature. The disconnect has become so severe that Fanny is callous even to their own emotions.
