I think it's just that sometimes the sketches or inks, which rely more on the viewer's imagination to fill in the details, can just wind up mentally hitting harder than the actual full coloured rendition. Plus, people can fill in their own expectations for the palette of an OC, if that's important to them or if they didn't like the artist (or commissioner's) selections.

others already gave good pointers of how that may happen, but this happened to myself (as in, I was the audience there, not the artist) for some artists when their linework, even the coloring, is lovely, but the shading is not good with no consistent light source, some parts way too dark, others way too bright..
I had commissions where I preferred the flat color step. Shading seems not to be for everyone.
