This is mostly untrue. The only point of contention is whether or not the girl was a minor, because the Japanese word used that was translated as "young" can also mean "unmarried woman" in certain contexts. People heard about this possible specific mistranslation and blew it out of proportion as if the entire translation was suspect. Adult or not, she still got Bill Cosby'd.
It and a lot of that smutty kind of lore was written by one woman working with game freak I believe. And game freak/Nintendo had ownership of all the work produced for it so they just kept it. So it's an official writing in a way just not really canon. Though they had a story about someone marrying a pikachu (gen 4 I think) so at this point who's to say
The most accurate translation of the word in the context of the story would be "maiden", which doesn't inherently state an age but typically refers to 20 something unmarried women. It's also inspired by Japanese mythology and Yokai so the direct comparison to modern thoughts on sexuality and relationships doesn't really apply here as they're more anecdotal than concrete narratives.
Also, nice PFP; Dillon is a deep cut character and it neat to see someone who's a fan. I'd love to see him added to the next Smash Bros., though that doesn't seem likely.

Tbf mistranslation or not, its also not supposed to be something typlosions actually do but rather is in-universe folklore meant to parallel the "animal spouse" myth you find in stories from all over the real world.
Things like selkies, swan maidens, the crane wife, the each-uisge, the encantado, etc. In some tales the human kidnaps the magical animal and forces them to be their spouse, in others its the magical animal that kidnaps the human and forces them to be their spouse.
