Yes, in theory she would be, just like all the other Synths given free will.
Right now, she just found a spot where she feels comfortable, a sense of connection within her unit. Before, she had trouble fitting in, especially given the stark contrast between what she was made for and what she aims to be. She is stable as in keeping her "Why did you create me?" - Syndrome in check, but makes her thoughts and feelings a lot more complicated.
Perhaps, her genuine wish to save lives instead of taking them might be an expression of a general kind of love, caring about how valuable and vulnerable life is.
