I love the idea of having "defictionalized" things. This is an actual Christmas tree ornament, carved by 
Horned_Hut.
In-universe it's also a Christmas tree ornament. Sully made it as an "apology" of sorts after going overboard with decorations that one Christmas and letting all those people in the other one. Note that it depicts him being on his best behavior—or at least what Sully thinks being on his best behavior means (puppy dog eyes are a big component).
Emmet's meant to look at it and have his assistant's quintessential innocence subliminally impressed upon him, I suppose.
