Rez can not deal with cold and snow. He goes into a panic attack and his thinking becomes deranged. First he was locked in a crio-store unit that malfunctioned. He was not put to sleep and stayed mentally aware during the entire 300 years until restored. He was unhinged mentaly for some time after that. Second snow was Oara's favorite. The site and feel of cold thus brings about a very unstable mental state for him. This image takes place after he has started mentoring Koishii, here he has more control over the reaction but still struggles. He needs to get inside soon and not stay out or he will loose what little mental control he has.
