...or topside, as it is known colloquially, is the primary layer of the Birdenphilic cities in which people travel. This is especially true for the city of Hiojentam, where daylight is scarce. 'Topside' is best known for having the most reliable ground to tread, assuming a given person can cross the gap between surfaces. Residential areas in topside, particularly those rested between original construction, are rented and/or sold at much higher rates than even those just one layer below.
The height of topside is dependent on both the city it is located within and the ring within said city. In Hiojentam, for example, tR1 sits only on the third layer, while tR10 sits on the twenty-fourth. Attempts to regulate topside or direct traffic away from it have been met with little success outside of administrative cities.
