Due to being a supervillain, de Masque has a long track of rotating protagonists and heroes who he does battle with. Some are more memorable than others. In this particular case, however, he wasn't even doing anything. He just happened to be on the wrong crosswalk in the wrong part of town at the wrong time when the Freelance Police were on patrol.
