This is Serendipity, a tiefling NPC for a game I ran. His role was to be the uncle of one of the player characters, and to conviniently be visiting one of his many boyfriends in whatever town the party happened to be staying in. One might say he's there... serendipitously.

His armor is sparkly like that because it's supposed to be mythril.
