Yeah saguaro cactuses are only in southern Arizona and down into Mexico to my knowledge. Most of the flora in that area of Utah are sagebrush, juniper trees, and small cacti. That particular spot around delicate arch is a sort of bowl shape of bare rock without anything really growing there, as far as I can remember.
