They aren't exactly canon, so their story now for the series is irrelevant.
From an old gallery of photos, they were someone who hooked up his hazmat suit to the wrong tanks, leading to the transformation. After that, they can produce more gas from their fur. The gas mask covers their face, and I guess the tanks are... ornamental at this point.
Then again, they're not canon anymore, so we can go wherever we want with them!
