I noticed a lot of people tuned into Paradise's frequencies. Would they be with the guard, or just keeping an eye on them?

Keeping an eye most likely, but it isn't unheard of for subjects to be in the pocket of the guards. Informants mostly. I would stay away from them.

Also, there are a lot of establishments around related to sex work. Far more than I've seen of anything else. Is that what these people do all day?

Not necessarily, but nobody is going to have the funds to build a billiards hall in a place like that. So people are limited on options.

Some of these girls head towards the gates into the wealthier districts. I don't see what goes on, but they may be getting to the other side.

Well that's one possible avenue. Either these girls go to him, or he goes to them. Take a look at these brothels, they must keep records of appointments. They wouldn't just let anyone into the gate. It has to be pre-arranged.

See if you can find a schedule inside one of them. Past or current.
