John 4 was the 10th ruler of the Kingdom of Normania, designated by his childless brother John 3, and succeeded him on the latter's death in 628.
He suffered the secession of his kingdom into two in 629 because of his elder sister, the former Queen Eleanor I.
But he was a great king not only as a shrewd administrator and accomplished warrior, but also because of his sister's betrayal, and in the wake of these events, he had the Salic law drafted in 639.

He died mysteriously in 647, of poisoning, at the age of 44.
He was succeeded by two of his sons, Leo 1st and Roland 5.
