It seems you've caught him amongst a crowd, either unaware of his presence or pretending not to notice... but he for sure notices you. You could approach him and try to make a new friend- spontaneously, yes, but still 1 on 1- or keep moving. He doesn't like it when people stare for too long during some quiet time, especially in crowds.
