*Nods* That uncomfortable juxtaposition of the fun and the grim was very much deliberate. In medieval times public executions sometimes were indeed almost carnivals, and Oakwood has one or two harsh medieval aspects to it. And yes, the vixen's comment to Leyland was something along those lines, though it was deliberately not explained in great detail.
That bit with Garax (the OB) was pretty hard to write, since it was hardly fun. He's showing absolutely no remorse for what he's done -- he really and truly does believe that it's okay to refer to a chev as "it" -- the implication is that being in the OB has dehumanised (defoxised?) him even to that extent. His being restrained like that has a practical reason, as mentioned in the story, but it's also supposed to be somewhat symbolic of how Oakwood itself is not a free town.
