Bubblegum is an aristocratic Slowpoke girl who wants to be more than just a slow dimwitted slowpoke who is waited on all the time. While she may be slow, she is also aware and self conscious about how much faster the world is around her, and how other pokemon seem to see her as just a wealthy privileged ditz to be cared for or taken advantage of. She can't help that she is slow but she is thoughtful, so while it may take her some time to think of what to say, she is surprisingly very sassy, and maybe not in a timely matter is trying to educate herself so even if it may take longer for her to think things through, she knows what she's talking about.
