Bad thing that they have a bad repuation in Germany

Yeah, I think the world has given up on trying to change the German perception after all that stuff that went down and how many breeds they 'banned' in varying degrees. Hopefully things will change, I would not want to be a dog owner of any breed there.

oh they tried to ban them, they Politics tried to forbid the Breeding, but our Highest Court Canceled that

there are still some regulations like, you have to do some Test if you are ready to keep them and those stuff..

Which is still a version of banning, sadly. Was it true that owners were getting attacked because of their dogs? There were varying reports.

sure it happends, BUT

it happends with GSDs, Labs or Danes to, but the German press only make Reports about "attacks" of "Dangerous Dogs"

Language barrier. @.@ Ummm...I heard that a woman was beaten with baseball bats at a gas station because she had a sticker of a bull terrier on her vehicle, and that people with dogs were spit on, yelled at, harassed.

yeah i saw that i understand it wrong, that happends when you read english and speak german at the same time..

There were a few of that situations over the years yes, but i didnt hear of that what you meaned here

There are some Dog Haters around, even in that City where i live, but its possible to handle that

Yeah, I swear the world is getting worse all over when it comes to animals in general, at the same time, the animal world is dividing into unhealthy groups and nitpicking, so it's easier for the lawmakers to pick at us. x.x

I would say, its a good thing that you would ned a licence for Dogs, because so many people dont know how to Handle a dog, and that can get worse

There is already one, mostly for "Dangerous Dogs" i have it..

THose a law would not be the baddest idea, but how they make it yet, its completly wrong..

I used to think that until I learned how corrupt people in power can be and how many animal rights nuts have infiltrated government offices and animal control/welfare jobs. I think it's better to encourage people to be responsible owners by giving them incentives like lower licensing fees for spaying/neutering, titles, and proof of training. The license also undermines the fact of individualism in dogs, especially as a litter will typically have a broad range of temperaments and drives.

If we can encourage people to get involved with their animals, it may not be a quick fix, but it will have a more lasting effect as time goes on. They will learn from each other and be able and more willing to seek out help instead of continuing on a course than may cause more issues later on.
