This is Jose' San Marti'n.
San Martin was the first president of Peru, and was the Argentine general and the prime leader of the southern part of South America's successful struggle for independence from Spain.
He is viewed very highly in Argentina, and The Order of the Liberator General San Martin is named in his honor as the highest decoration in Argentina.
HolyDrake did this in MS Paint, and I am always astonished at his work in MS Paint.
