"The People's Court" is, basically, Reality TV: They ask people who are going to Small Claims Court to waive the court case and instead present the case to The People's Court judge for review. Its supposed to be operated as if it were a real court (the judge actually WAS a judge) and the ruling decides how each side is paid by the show's production company.
