I've seen an animation that involves this guy and I can only imagine how absolutely annoying he is...so much currency just for him to do stupidly simple things. I probably would've left him with a giant bump on his head. -v-

Indeed, he deserves this, for he forces Spyro to pay ridiculous high fees for certain services, but at the end of the story mode, he gets justice served and Spyro gets back his gems.

Oh, this one's a surprise, but the result is great. He certainly will have enough time restrained like this to reflect on the way he abuses power.

Maybe, but the effect is more because of the post he is bound to. In the Spyro Games, Spyro can encounter such high posts, where gems are placed on the tops.
A high stake makes the tied up victim appear shrunk.
