Well Sid showed that anyone can do magic. I believe the thing is more 'gifted' people like The Mink have a 'Gate' (that Karno explained back in page 13's description), that is a way to use outside energies to power the spells, while people like Sid are limited to their own body's energy (the reason he looked like a shriveled raisin);
But yeah Max is Max, so if he knew anyone could do magic, he cold very well find a way to make a artificial alternative to a 'Gate'. And considering he's not really altruistic, and that back in the comic we see where the Mink's "Faltown Angel" nickname came from, that destructive magic is easier to syphoon energy to do (with her mentioning that tapping into the city's power grid would let her hurl bolts that would level the hospital to rubble in seconds, but healing the kid took all she got), someone like Max with such powers would be dangerous;
And well, Berecki showed how someone with powerful magic powers and a pretty bad moral compass can be dangerous. Because if not Max himself, anyone else with that level of intelligence to do the same, but with even less morals, would be a problem

In this page she mentions Sid didn't had a gate, and neither does Max. Not having a Gate doesn't mean you can't do magic, just that you're limited to your own body's energy to do so, and not able to use external one. And considering how shriveled Sid was from using what we can safely assume are the more basic types of spells, a more complex one would very likely be possibly even lethal to a non-Gate possessing magic user;
The risk with Max is that he's smart enough that he could very well find a way to bypass the use of a Gate with technology. And even if he doesn't have evil plans himself, either it could fall in the hands of those who do, or be like a loaded SMG in the hands of a baby in Max' own hands

With our limited knowledge, it could go either way.
1. Only certain people can work magic. Gates are learnable by anyone with the talent.
2. Only certain people can do magic, and of those, only some have gates.

yeah.. i don't know if id trust them much less anyone to deliver that stuff... i mean he might have a hand in them as well so when a scan of her name comes up he would be like "hm? whats she shipping? bunch of books... lets reroute for a day so my stuff can copy it"

Probably because of "his" track record. He first teamed up with Savage Squirrel by immediately surrendering rather than going for a showdown - thereby showing extremely good common sense (as well as on other occasions). He's made it clear his goal is to reduce human misery, not to amass power. And... frankly, Jack is less powerful and dangerous than Max.
I was going to add, "and Jack was one of the ones to rush to rescue Mink," except Max was also integral in the rescue (and the reprisals). Mink likes Max and trusts Max... but there are limits to trust. You might trust a reformed alcoholic to not steal your money and rush to a bar, but that doesn't mean you'll let them have unfettered access to your liquor cabinet. Best not to tempt Max (at least, not with magic).
