Usagi Tsukino was naturally resistance to the idea of becoming some super heroine with how many Youma came close to killing her. As such, Luna would have to employ some... underhanded tactics to make them see eye to eye. Usagi's airheaded nature made her too easy picking for the moon cat's magical hypnosis. She'd never remember looking into Luna's colorful gaze but strangling find herself motivated to transform and fight.

Of course, Luna could be rather... indulgent in invoking a power Queen Serenity had forbade. It was hard not to when she had such power and control to hold over a human, relishing in how easy it is to make them act on her whims. She especially took pleasure in quelling Usagi's temper tantrums and reducing her into a most obedient child, often playing Mommy to amuse herself.

It didn't help that she found Usagi rather attractive and that she often took advantage to feel up the girl. Maybe even get her to dance like those brainless bimbos in American rap music videos. Assuming her folks weren't around.

Luna had to be subtle about it with other Sailor Guardians revealing themselves but whenever it was just her and Usagi, she's play her little games with her.

So I get that Madoka Magica's a dark take on Magical Girls with Kyuubey being a mascot character who forces young girls to fight monsters for much darker purposes. Though... suppose a mascot like Luna was on the side of good but had a power to hypnotize girls to fight the villains. Maybe even puppet them for her own amusement. She'd be evil yet also still fighting for what is the greater good.

Something that's less horror and more campy like traditional Magical Girl series. Just while toying with convention.
