I don't think they are free agents because amelia was away like 10 years and she had to finance a facility(?) and robots also Alan would be with amelia instead of taking care of "demons"with those 10 years(corporation has some kind of special forces they could use that instead of alan)

I think he genuinely respects Bras and her desire to be a respected force at the Table, it's just his jaded view on the traditions of Duodecim and its leadership would clash with Bras' desire to maintain the status quo.
