Some years ago i noticed Subebi has apparently been bite by a werewolf npc. And as long as you don't do the quest of becoming one, you actually keep the bite icon (which does nothing, just appears on your character menu). There is also a Boss character named Vykosa which is a werewolf lord khajiit. She has a specific appearance but never turns into a werewolf (which i always find very sad because she rocks) during the fight. It exists as a polymorph which can have different forms depending of your characters. Khajiits have the Vykosa's one. Humans/Elfs got an ugly humanoid wolf, argonians got a freakin badass T.rex looking lmao.

So going back to Subebi i imaginated she could turn into a lord when becoming really angry/rage but cannot have a werewolf form since she wasn't blessed by Hircine officially.
