Um... okay, I was wrong. It's not a hinotori. It's something far, far worse.
It looks like they are facing a genuine kyūbi-no-kitsune - The Fox of Nine Tails. Everyone thinks of kitsunegami as nine-tailed but in the folklore, only very, very, very few kitsune are old and powerful enough to become kyūbi-no-kitsune. They are millenia old and they can, according to legend, see and hear anything anywhere in the world, and some even credit them with omniscence. Roko-sama is a middling little yōkai. The fact that the central shrine of this kyūbi-no-kitsune is the size of a village is a very clear indication of just how powerful this thing is - that, and Darya, a pretty powerful demigoddess in her own right, won't go anywhere near it.
Saida and Brand just see a little two-tailed kitsunegami. Roko-sama, being a kitsune himself, sees through all illusion, and what he's looking at is his people's equivalent of f'n Gojira - and a fire-aligned one at that!

Not necessarily. There's a couple different types of Kitsune not considering the tail count. And the fact that they're not immediately going for the jugular means they're probably not a nogitsune. They could be a Zenko, that doesn't rule out potential hostility but that does mean they're not immediately screwed.
He probably started out an inari-aligned kitsunegami. But so did all the other demigods they've encountered. They started out inari, but ended up full blown tatarigami instead. Plus, IIRC, the nogitsune or yako-kitsune tend to be of lower power and rank, getting by with trickery and cunning rather than raw power. Roko himself would be an excellent candidate for a nogitsune.
A corrupted, evil Zenko-kitsune would be nightmare fuel incarnate, all the maliciousness of the worst of the nogitsune and the raw power of an elder inari. And if the pattern holds, that's exactly what they just delivered themselves into the paws of. Is it any wonder Roko-sama is completely freaking out?

Even if i don't know much about japan folk lore; you can still tell something is more 'off-putting' about his small 'body' with how he poises himself and the de-miner that has an air of confidence and re-gality to it. Even if what i saw as a 2 tailed kitsune; id be more than absolutely cautious around them, even if they 'appear' benevolent. (also spell check can not find some of my fancy words, so just deal.)
I don't think they're in Japan per se, but they *are* on an island controlled by a powerful Shinto deity. One that probably makes Roko look like a gnat. If I were him, I'd be freaked the hell out too. Kind of like a human walking up on another human, looking at their "true form" and realizing they're looking point-blank at Godzilla in disguise.
Well - it's said that some kyūbi-no-kitsune are omniscient, but other folktales say that while they can see and hear anything in the world, they have to be listening for it. I.e., they can be tricked. It's their single weakness. And he wouldn't be looking for them to be body-switched because that sort of shenanigan is a one in a billion accident. Roko? He knew he was a kitsune instantly - game recognize game. But these two are something different, probably even in his millennia-long life.
ETA: He might look at their spirit auras and see something is off, but perhaps not, exactly, what it is. If he's truly omniscient, they're hosed.

A kitsune with 10 tails, now that's a big problem to encounter indeed. Hopefully they're very wise and friendly.

It seems this “master” is trying make it self less intimidating as is suspicious of the group base on glare it giving off in second panel. It quite clear that spiritless being inadvertently gave away that the “master” usually takes a much larger form that it doesn’t want other to know about yet.
