Quite straight forward for him but i guess he enjoys sometimes to wreathe chaos by his own hands and involvement
As for the look and spectacle - what good villainy can deny itself from a possibility to show dominance and show its own perfection compared to puny scared mortals?
Blue flames, silvery hair and black as night scales - the sight you see last and see before the doom

I dunno if I'd describe it as villainy. He causes chaos because he is the pure element of chaos, he burns away the decadent and that which has sustained past its prime. Its more of an essential counterbalance to what he sees as the filth of order :>

Afterall... sometimes out of ashes rises something more stern and strong. Or maybe even beautiful
So yeah i definitely cannot call him fully fledged villain. He is more of a force of nature in this case

That would be an insult to him, he doesnt believe anyone should serve a master and be the champion of their own fate and power. The world has no need for hierarchy.
His favourite pastime is blessing people with power to see what sort of chaos and destruction they will reap. The misery they bring his joy.
