This is a commission I got from 
reagan700.
I was busy preparing the budget when I heard a very strange noise come from the front desk, followed by the sound of something hitting the floor. I immediately left the office to see what it was: Officer Hopps was wearing a penguin suit. Officer Clawhauser had taken one look at her, gasped dramatically, and passed out on the floor. Hopps proceeded to shake his unconscious body in an attempt to rouse him. Officer Wilde was looking on, utterly entranced by the cuteness.
I may have squeed a little.
Someone on one of the upper floors took notice of the scene, gasped, and shouted 'there's a bunny in a penguin suit!' This soon resulted in a herd of mammals stampeding toward Officer Hopps. Hopps looked up, saw the stampede, and immediately ran from the crowd into an interrogation room currently in use by Officer Delgado, who was with a suspect accused of theft. Upon seeing Hopps, the suspect confessed immediately and tried to grab Hopps, saying 'I wanna cuddle the bunny!'. Video footage has revealed the person that shouted the sentence that instigated the stampede and he has been arrested for it. Hopps has been ordered never to put on a penguin suit again.
