Emmet's heart and soul aren't really in the repair shop. It's a funding and materials source (and a bit of a decoy) for his more secretive projects. Regardless, he has to play the part of the responsible supervisor. Every now and then he summons Sully to his office (possibly over a loudspeaker) to chew him out about this or that. Honestly I think sometimes it's just to keep him on his toes.

And now I have an image in my head that hanging on the wall behind his desk is a giant portrait of himself that looks exactly like this. With that exact face.
