Ever get a muse idea you just wanna revisit every so often? I saw the (in)famous goldeen dress back when that episode first appeared, plus some catalyzation after seeing the designs of the mutios from Blue Sub no6 gives us this idea. I've had a crush on Misty since I was 10, and this being a way to create a fusion of her and a water type that matches her colors just fits so nicely. I think she'd probably love a way to be even closer to her beloved water types.
