Well, that's quite the debate isn't it. I mean if I could petrify students that cheated and plagiarized and left them outside my office and they would revert in a year as a warning to to others during office hours and it was legal is that ethically sound? Does sounds like it could drive home the point then having to sign a letter to the dean and all that which is losing teeth.

Yep, culture and the school. In Florhean's case, the entire college city is ruled by the ancient tenured who make up the administration and everything is a isolated bubble that gives its lucrative trained casters to the world in an acceptable fashion (more like product) in a very anti magic world. So, not like our colleges we teach out of.
An average of just one incident every four years? I'd say that's a success and you must have exercised some extreme restraint with more than just a few others.
