Honestly? That would probably only happen as the last request for a condemned criminal. Cross was more about presenting himself as a psycho than actually being one. Realistically he was dropped in charge of a realm containing various factions that would have been at each other's throats if the threat of making him angry wasn't there to keep them in line. So he didn't really go in for sadism for its own sake. But spreading rumours that such things happened would absolutely suit his agenda.
