This is Tizard. He's an argonian mage who specializes in frost magic. This, of course, makes him Tizard the Lizard Wizard who makes a Blizzard.

He likes to go around hiding somewhere and levitating mammoths. Ever had that happen in your game? Tizard did that.

And why does he do this?

He's just kind of a stupid asshole who thinks it's funny.

Tizard also likes to walk into stores and put baskets on the shopkeepers head, and if they don't pretend they can't see him so he can shoplift, he eats like 15 cheese wheels, well knowing he's lactose intolerant, and then he sneaks into their house and shits in the most inconvenient places he can find. Your shoes. Your nice pelt. The cooking pot. Just a general spray over your bed. Yes inside your potions too.

He sometimes does the basket thing in disguise too, so the only way the people of Skyrim can be safe from Tizard's wrath is to just go with it when someone puts a basket or something on their head.

How has he not gotten arrested yet? The guards super don't want to clean the jail up after him and he somehow always manages to sneak cheese in.
